On April 24, 2025, the National Development and Reform Commission, the Ministry of Commerce, and the State Administration for Market Regulation jointly issued the Negative List for Market Access (2025 Edition).<\/span><\/span>Among them, \"new tobacco products such as electronic cigarettes\" are explicitly included in the \"licensing access category\" of the negative list of market access, which means that the production, wholesale and retail of electronic cigarettes need to strictly comply with relevant laws and regulations and obtain government permission before entering the market.<\/section>\n
