List of companies that have registered for PS licenses: The list announced this time includes 7 e-cigarette brands, 6 heated tobacco brands, and 2 suspended brands of PS licenses.<\/p>\n<ul>\n<li>7 e-cigarette brands: X-VAPE, TOMORO, VAGEND, PHANTOM VAPE, RELX, ONE BAR and KLIQ, TRUEZ &amp; DON BARS.<\/li>\n<li>6 heated tobacco brands: HUNN, TEREA &amp; HEETS, BLENDS, BONDS BY IQOS, TEREA, IQOS.<\/li>\n<li>2 suspended brands of PS licenses: CHILLAX and SHFT.<\/li>\n<\/ul>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/static.2firsts.cn\/uploads\/20250103\/31206819001e219fc649e604c889a599.png?x-oss-process=style\/origin\" alt=\"\u83f2\u5f8b\u5bbe\u8d38\u5de5\u90e8\u516c\u5e03PS\u8bb8\u53ef\u8bc1\u540d\u5355\uff1aX-VAPE\u3001RELX\u7b49\u54c1\u724c\u4ea7\u54c1\u83b7\u6279\uff0cCHILLAX\u53caSHFT\u906d\u6682\u505c\" \/><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/static.2firsts.cn\/uploads\/20250103\/b274aa544de6fd57d3f1c85263c38abf.png?x-oss-process=style\/origin\" alt=\"\u83f2\u5f8b\u5bbe\u8d38\u5de5\u90e8\u516c\u5e03PS\u8bb8\u53ef\u8bc1\u540d\u5355\uff1aX-VAPE\u3001RELX\u7b49\u54c1\u724c\u4ea7\u54c1\u83b7\u6279\uff0cCHILLAX\u53caSHFT\u906d\u6682\u505c\" \/><\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/static.2firsts.cn\/uploads\/20250103\/a94fac49be2ccb076e8a351480dd065f.png?x-oss-process=style\/origin\" alt=\"\u83f2\u5f8b\u5bbe\u8d38\u5de5\u90e8\u516c\u5e03PS\u8bb8\u53ef\u8bc1\u540d\u5355\uff1aX-VAPE\u3001RELX\u7b49\u54c1\u724c\u4ea7\u54c1\u83b7\u6279\uff0cCHILLAX\u53caSHFT\u906d\u6682\u505c\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>2.issues the Department Administrative Order No. 24-11: Supplemental Technical Regulations for DAO No. 22-06 (2022) and DAO No. 24-02 (2024) on the Mandatory Product Certification of Vaporized Nicotine and Non-Nicotine Products:<\/p>\n<p>PS Licensing Program: It is mandatory for all e-cigarettes and heated tobacco products (HTPs) to obtain a Philippine Standard (PS) license as the main certification method for market access; PS licenses must cover the entire process of product production, quality inspection and distribution; products with valid PS licenses are allowed to be sold, and new ICC (import customs clearance) license applications are no longer accepted.<\/p>\n<p>Application of international standards: International standards such as ISO and IEC are recognized as the basis for testing and certification; specific technical standards for battery safety (PNS IEC 62133:2015) and e-cigarette oil (AFNOR XP D90-300-1:2019) are introduced.<\/p>\n<p>Product testing and review: In-factory testing and independent testing; different factories of the same manufacturer are allowed to conduct in-factory testing, but outsourcing is prohibited; test results must be submitted directly to the OSMV office of the Department of Trade and Industry to prevent interference from intermediaries.<\/p>\n<p>Sampling and batch testing: Each model must submit 10 devices, 66 batteries and corresponding e-cigarette oil samples for testing according to the standards; products that fail the test must submit a rectification plan and be re-examined, otherwise the PS license will be revoked.<\/p>\n<p>PS certification mark: All products circulating in the market must be affixed with the PS mark to ensure that consumers can identify compliant products; the new certification mark design must replace the old version of the mark as soon as possible.<\/p>\n<p>Sales and distribution restrictions: Uncertified products are prohibited from entering the Philippine market, including online sales platforms; the compliance deadline is December 31, 2024.<\/p>\n<p>Enforcement agency functions: The OSMV Office is responsible for law enforcement and supervision, including setting standards, issuing licenses and conducting spot checks; further authorizing the OSMV to independently exercise the powers granted by law.<\/p>\n<p>Transitional arrangements: Products that have obtained ICC (import customs clearance) licenses can be sold until the existing inventory is exhausted; all PS licenses must be converted by the end of 2024.<\/p>\n<p>The new regulations will take effect immediately after publication in the Official Gazette and two widely circulated newspapers.<\/p>\n<h3><strong>About OSMV<\/strong><\/h3>\n<p>The Office for the Special Mandate on Vaporized Nicotine and Non-Nicotine Products, their Devices, and Novel Tobacco Products (OSMV) is dedicated to regulating the vaporized nicotine and novel tobacco market, ensuring consumer safety and compliance with RA11900, the Vaporized Nicotine and Non-Nicotine Products Regulation Act, also known as the Vape Law.<\/p>\n<p>It was established under DTI Department Order No. 24-154 (DO24-154) in 2024.
