The Philippines' Department of Trade and Industry (DTI) recently unveiled the revised implementation guidelines for the Vaporized Nicotine and Non-Nicotine Products Regulation Act (RA11900) to enhance oversight of vaping products. The new regulations stipulate that the maximum nicotine content for vaporized products must not exceed 65 mg\/ml. DTI will collaborate with the Philippines Food and Drug Administration (FDA) to enforce this standard. \n\nThe revised guidelines cover various aspects, including product standards, registration, and online sales. All vaping products and novel tobacco products must be sold through sellers registered with either DTI or the Securities and Exchange Commission (SEC). Sales and promotional activities for these products are prohibited within 100 meters of schools. Additionally, standards for designated vaping areas (DVA) have been established, requiring relevant venues to obtain approval. \n\nThrough these measures, DTI aims to ensure that the production and sale of vaping products comply with international standards, thereby safeguarding public health and facilitating effective tax management. The order will take effect immediately upon publication.<\/p>\n

\u8fd1\u65e5\uff0c\u83f2\u5f8b\u5bbe\u8d38\u6613\u4e0e\u5de5\u4e1a\u90e8\uff08DTI\uff09\u5728\u5176\u5b98\u65b9\u7f51\u7ad9\u4e0a\u516c\u5e03\u4e86\u300a\u6c7d\u5316\u5c3c\u53e4\u4e01\u548c\u975e\u5c3c\u53e4\u4e01\u4ea7\u54c1\u76d1\u7ba1\u6cd5\u6848\u300b\uff08RA11900\uff09\u7684\u4fee\u8ba2\u5b9e\u65bd\u7ec6\u5219\u3002\u8be5\u6cd5\u6848\u65e8\u5728\u5bf9\u542b\u5c3c\u53e4\u4e01\u548c\u65e0\u5c3c\u53e4\u4e01\u7684\u96fe\u5316\u4ea7\u54c1\u8fdb\u884c\u66f4\u4e25\u683c\u7684\u76d1\u7ba1\u3002<\/span><\/p>\n

1. \u4ea7\u54c1\u6807\u51c6<\/span><\/strong>\uff1a\u7531DTI\u4e0eFDA\u5171\u540c\u5236\u5b9a\u96fe\u5316\u4ea7\u54c1\u7684\u6280\u672f\u6807\u51c6\uff0c\u786e\u4fdd\u4ea7\u54c1\u7684\u5408\u89c4\u6027\u548c\u5b89\u5168\u6027\u3002\u5e02\u573a\u4e0a\u4e0d\u5f97\u9500\u552e\u5c3c\u53e4\u4e01\u542b\u91cf\u8d85\u8fc765mg\/ml\u7684\u4ea7\u54c1\u3002<\/span><\/p>\n

2. \u4ea7\u54c1\u6ce8\u518c<\/span><\/strong>\uff1a\u6240\u6709\u96fe\u5316\u4ea7\u54c1\u548c\u65b0\u578b\u70df\u8349\u4ea7\u54c1\u5fc5\u987b\u5728DTI\u6216\u8bc1\u5238\u4ea4\u6613\u59d4\u5458\u4f1a\uff08SEC\uff09\u6ce8\u518c\u7684\u5728\u7ebf\u5356\u5bb6\u6216\u5206\u9500\u5546\u624d\u80fd\u901a\u8fc7\u4e92\u8054\u7f51\u6216\u7535\u5b50\u5546\u52a1\u5e73\u53f0\u9500\u552e\u3002<\/span><\/p>\n

3. \u5728\u7ebf\u9500\u552e<\/span><\/strong>\uff1a\u4ec5\u5141\u8bb8\u5728DTI\u548cBIR\u6ce8\u518c\u7684\u5206\u9500\u5546\u6216\u96f6\u552e\u5546\u5728\u7535\u5b50\u5546\u52a1\u5e73\u53f0\u548c\u793e\u4ea4\u5a92\u4f53\u4e0a\u9500\u552e\u96fe\u5316\u4ea7\u54c1\u53ca\u5176\u8bbe\u5907\u3002<\/span><\/p>\n

4. \u5b66\u6821\u5468\u8fb9\u9500\u552e\u548c\u4fc3\u9500\u9650\u5236<\/span><\/strong>\uff1a\u7981\u6b62\u5728\u5b66\u6821\u5468\u8fb9100\u7c73\u5185\u9500\u552e\u3001\u4fc3\u9500\u3001\u5e7f\u544a\u548c\u5c55\u793a\u76f8\u5173\u4ea7\u54c1\u3002<\/span><\/p>\n

5. \u6307\u5b9a\u5438\u70df\u533a\uff08DVA\uff09\u6807\u51c6<\/span><\/strong>\uff1a\u8bbe\u5b9aDVA\u6807\u51c6\uff0c\u5e76\u8981\u6c42\u6240\u6709\u5728\u5efa\u7b51\u7269\u5185\u8bbe\u7f6e\u5ba4\u5185DVA\u7684\u4e2a\u4eba\u6216\u6cd5\u4eba\u5fc5\u987b\u83b7\u5f97OSMV\u7684\u6279\u51c6\u3002<\/span><\/p>\n

6. \u8fdd\u89c4\u4ea7\u54c1\u7684\u5904\u7406<\/span><\/strong>\uff1a\u5982\u679c\u4ea7\u54c1\u4e0d\u7b26\u5408RA11900\u3001IRR\u3001\u6280\u672f\u6cd5\u89c4\u6216\u5176\u4fee\u8ba2\u6848\u7684\u89c4\u5b9a\uff0cOSMV\u53ef\u4ee5\u547d\u4ee4\u53ec\u56de\u3001\u7981\u552e\u6216\u6ca1\u6536\u3002<\/span><\/p>\n
