Summary: On June 29, 2022, the European Commission revised the directive on EU tobacco and related products, primarily revoking certain exemptions for heated tobacco products. Member states must adopt the relevant requirements through regulations, statutes, or administrative provisions by July 23, 2023. The revision encompasses two aspects: firstly, heated tobacco products are no longer exempt from specific provisions and must comply with specified requirements; secondly, in terms of labeling, heated tobacco products will carry specific warning messages. This revision aims to strengthen the regulation of tobacco products, including the standardization of new tobacco products.<\/em><\/p>\n

2022\u5e746\u670829\u65e5\uff0c\u6b27\u76df\u59d4\u5458\u4f1a\uff08European Commission, EC\uff09\u4ee5\uff08\u6b27\u76df\uff09\u7b2c2022\/2100\u53f7\u6388\u6743\u6307\u4ee4\uff08Delegated Directive\uff09\u7684\u65b9\u5f0f\u4fee\u8ba2\u4e86\u6b27\u6d32\u8bae\u4f1a\uff08European Parliament, EP\uff09\u548c\u6b27\u76df\u7406\u4e8b\u4f1a\uff08the Council of the European Union\uff09\u5173\u4e8e\u6b27\u76df\u70df\u8349\u548c\u76f8\u5173\u5236\u54c1\u5236\u9020\u3001\u5c55\u793a\u548c\u9500\u552e\u7684\u7b2c2014\/40\/EU\u53f7\u6307\u4ee4\uff0c\u6b64\u6b21\u4fee\u8ba2\u4e3b\u8981\u662f\u64a4\u9500\u52a0\u70ed\u578b\u70df\u8349\u5236\u54c1\uff08heated tobacco products\uff09\u7684\u67d0\u4e9b\u8c41\u514d\u3002<\/span><\/p>\n

\u6309\u89c4\u5b9a\uff0c\u6210\u5458\u56fd\u6700\u8fdf\u5fc5\u987b\u57282023\u5e747\u670823\u65e5\u4ee5\u6cd5\u89c4\uff0c\u6761\u4f8b\u6216\u884c\u653f\u89c4\u5b9a\uff08laws, regulations and administrative provisions\uff09\u7684\u65b9\u5f0f\u91c7\u7eb3\u6216\u9881\u5e03\u672c\u56fd\u8981\u6c42\u6765\u7b26\u5408\u6b64\u6388\u6743\u6307\u4ee4\u3002\u8fd9\u4e9b\u6210\u5458\u56fd\u201c\u8981\u6c42\u201d\u5c06\u57282023\u5e7410\u670823\u65e5\u540c\u6388\u6743\u6307\u4ee4\u4e00\u8d77\u5728\u6b27\u76df\u6216\u6b27\u6d32\u7ecf\u6d4e\u533a(European Economic Area, EEA)\u5f3a\u5236\u751f\u6548<\/strong>\uff08\u5305\u62ec<\/span>\u51b0\u5c9b\u3001\u5217\u652f\u6566\u58eb\u767b\u3001\u632a\u5a01<\/span>\u4e09\u4e2a\u975e\u6b27\u76df\u6210\u5458\u56fd\u5bb6\u987b\u6839\u636e\u6b27\u6d32\u81ea\u7531\u8d38\u6613\u533aEFTA\u4e0e\u6b27\u76df\u6240\u8fbe\u6210\u7684\u534f\u8bae\u4ee5\u7279\u5b9a\u65b9\u5f0f\u548c\u6761\u4ef6\u751f\u6548\uff09\u3002<\/span><\/p>\n

\u2461\u6210\u5458\u56fd\u5e94\u7981\u6b62\u70df\u8349\u5236\u54c1\u4efb\u610f\u7ec4\u4ef6\u2014\u2014\u5982\u8fc7\u6ee4\u5668\u3001\u5377\u7eb8\u3001\u5305\u88c5\u3001\u80f6\u56ca\u6216\u4efb\u4f55\u53ef\u4ee5\u6539\u53d8\u6c14\u5473\u6216\u53e3\u5473\u6216\u70df\u6c14\u5f3a\u5ea6\u7b49\u6280\u672f\u7279\u5f81\u7684\u7ec4\u4ef6\u2014\u2014\u542b\u6709\u8c03\u5473\u54c1\u88ab\u6295\u653e\u6b27\u76df\u5e02\u573a\u3002\u8fc7\u6ee4\u5668\u3001\u5377\u7eb8\u548c\u80f6\u56ca\u4e0d\u5f97\u542b\u6709\u70df\u8349\u6216\u5c3c\u53e4\u4e01\u3002<\/span><\/strong><\/p>\n
