On November 26, 2025 , the UK government announced a major policy: from October 1, 2026, a new VPD (Vehicle Product Tax) and its accompanying VDS (Vehicle Tariff Scheme) will come into effect simultaneously. This measure covers UK e-cigarette manufacturers, importers, retailers and wholesalers, packers and distributors, stakeholders in the nicotine supply chain, and consumers who purchase or use e-cigarette products.
I. Core of the New Regulations: Tax Seal Required for Compliance
The new regulations explicitly require that all e-cigarette products manufactured or imported into the UK must bear . This is the core identifier for legally paying taxes on products, and it helps law enforcement agencies and retailers identify untaxed products and illegal goods, while also providing the public with a basis for identification.
Businesses wishing to obtain a tax seal must apply for approval from HMRC (Her Majesty's Revenue and Customs) starting April 1, 2026. Selling products without a tax seal without approval will be considered a violation. To facilitate a smooth transition for businesses, the government will introduce a transitional seal system, with specific details to be announced in 2026.
II. Strict Enforcement: Multiple Penalties + Cross-Agency Collaboration
To ensure the policy is effectively implemented, the enforcement of these new regulations is extremely stringent. Violations will be subject to multiple penalties, including confiscation of goods, civil fines, and criminal prosecution; if a location is found to be involved in related criminal transactions, the court can directly prohibit it from continuing to operate as an e-cigarette shop.
At the same time, HMRC has been granted the right to share information across agencies, enabling it to exchange information with other public agencies responsible for regulating e-cigarette products, thus creating a tighter regulatory network and comprehensively combating tax evasion and illegal trade.

Approximately 200 manufacturers and 750 importers and warehouse operators will be directly affected. Businesses will incur one-time costs for qualification applications, process adjustments, and employee training, as well as ongoing costs for procurement, data uploading, and scanning, resulting in an average annual increase in administrative burden of approximately £10 million. However, HMRC has pledged to provide clear guidance and communication support, leveraging existing industry partnerships to help businesses adapt to the new regulations.

For consumers: Prices may rise, but identifying genuine products will be easier.
If companies pass on the increased costs, the price of e-cigarette products may rise; however, the benefit is that tax stamps make it easier to identify genuine products. Consumers can check for compliant tax stamps to avoid purchasing illegal products with safety risks, thus better protecting their rights.
